Ms. Chen is the Chief Secretary of the Department of Information Technology in Taipei City Government, as well as an EHR Expert in the Ministry of Health and Welfare, and an Assistant Professor at Takming University of Science and Technology. Ms. Chen’s expertise lies in Data Management and Analysis (Big Data), Process Management, Quality Management and ISO 270001 Information Security Audit. Ms. Chen accrued significant experience during her previous work at the National Taiwan University Hospital, serving many leading roles including Division Director of Medical Affairs Office, Deputy Director of Department of Emergency Medicine, Director of the Medical Information Management Office, and Senior Secretary of the Planning and Management Department. Ms. Chen holds a Doctorate degree in Industrial and Systems Engineering from Chung Yuan Christian University, a MBA in Institute of Hospital and Health Care Administration of National Yang Ming University, as well as a Master degree from Graduate Institute of Labor Relations of Chinese Culture University.
