Yu Shiyang，PhD， associate professor，Deputy director of Informatization Research Department of State Information Center， Deputy director of Networked Governance Center of State Information Center，Executive vice president of e-Government Professional Committee of Chinese Information Industry Association. Mainly engaged in research of big data and innovation of government management, as well as informatizationdevelopment strategy. He has presided over 30 national and provincial projects, participated in the research work of many national e-Government planning and related policies，published several monographs like e-Government Performance Management, Government Enterprise Architecture Design, Analysis and Optimization of Government Website, and served as deputy editor of Chinese e-Government Development Report (annual series from 2004 to 2012).
